Tab "Charges" is not visible if you haven't any flow type with Flow Category "24 Amounts Equivalent to Interest"
Check if you have proper configuration.

Usually you need flow types 1204 - 1207.
They all have similar configuration.

The difference between flow type is made inside condition types:
Fields:Profile category and Generated flow type.
