As Juerg pointed out, we generally dont use SAP Treasury to track the shares issued by our company. In general we dont track the shares issued by our company and it is not designed for this purpose. We can tweak the config to map the share issue, but we will not be able to differentiate between a preference share or public issue or owners equity etc. In case if we go for a public issue later and the owner's estock has to be diluted, it is not going to be possible to map this and that would require quite a lot of tweaking of the process. In cases like allotting equity to preferrential share holders at no cost will not be possible by standard.
However there is a possiblity to track bond issue and track purchase of our own issued bonds.
In case of withhold of tax if you are tracking through bonds under Transaction Manager - Securities - Position Management - Securities Account Management - Define Tax Rates. Here you can specify your dividend update type, specify the tax update type and also the tax percentage.
